Application Status

The Phase 2 Rental Assistance program is now closed. Tenants and landlords can check the status of their application here.

Phase 2 Application Appeals

If you feel that your application was denied in error, you may submit a request for another review. That request must be received by 5:00pm on Friday, December 4th. Our staff may review your file again, but no additional documents may be submitted at this point.

Please keep in mind, a requirement of the program is that the tenant must have earned income from an employer or self-employment before March 2020, and then lost at least 30% of that income after March due to COVID-19. Public benefits (unemployment, TANF, SSI, etc. do not count as income for the purpose of this program).

    1. the tenant’s name
    2. applicant ID number
    3. the address of the property.

Landlord Requirements for Phase 2

  • Payment must be applied toward the approved tenant’s rent for months between March 2020 and December 2020.
  • Landlord may not begin any eviction proceedings for any rent within 60 days from the date rent was due within the last month for which assistance was provided.

The program is offered by the Pennsylvania Housing Finance Agency using funding from the federal CARES Act. PHDC manages the program in Philadelphia.
